A Shared Vision for the Future of South St. Paul Public Schools

In May 2025, the South St. Paul Public Schools Board of Education formally approved a new Strategic Plan that will guide the district’s work from 2025 through 2030. Developed with input from hundreds of stakeholders over the past year, the plan outlines a clear and focused vision rooted in academic excellence, whole-child development, and community partnership.

The district began this work in September 2024 in partnership with Studer Education, a national leader in strategic planning for school systems. Together, we launched an inclusive process that included surveys, focus groups, and a Strategic Planning Steering Committee composed of students, families, staff, and community members. Over the course of five months, the Steering Committee reviewed community input, identified key themes, and shaped the plan’s priorities.

The result is a Strategic Plan built around three pillars:

  • Packer Performance: Fostering Growth and Achievement
  • Packer Pride: Celebrating Core Values and Community
  • Packer Promise: Cultivating Inclusive Opportunities for All

Each pillar includes goals focused on student success, staff support, family and community engagement, and expanding opportunities. Whether it’s through deeper alignment with our core values, expanding pathways for learners, or creating more welcoming and connected school communities, the plan is grounded in who we are and where we want to go.

Two major implementation efforts will begin this summer:

  • School and District Vision Cards will outline specific action steps and measures of success to ensure our work stays aligned and focused.
  • A District Branding Refresh will help ensure our communications and visuals reflect the district’s updated direction and identity as a destination district.

This Strategic Plan represents more than just a roadmap for the next five years, it represents our shared vision for academic excellence, meaningful relationships, and a strong sense of belonging.
