Title I
South St. Paul Public Schools is committed to providing every student with the support they need to succeed. Title I, Part A is a federal program that provides funding to supplement educational services and support academic achievement for students who may benefit from additional assistance.
Title I funds support the Intervention Services provided by South St. Paul Public Schools and are directed to schools based on the number or percentage of students from families with lower incomes.
Title I Schoolwide Programs
Schools with a high percentage of students from families with lower incomes may operate Title I as a Schoolwide Program (SWP). A Schoolwide Program allows a school to use Title I funds more flexibly to support schoolwide efforts to improve student achievement, while continuing to focus on students who may be at risk of not meeting academic standards.
For example, Title I-funded staff in a Schoolwide Program may provide support to any student in the school based on student needs. In a Targeted Assistance Program, Title I services are focused on students who have been identified as needing additional academic support.
South St. Paul Public Schools identified in the Schoolwide Program are Kaposia Education Center, Lincoln Center Elementary, and the Community Learning Center.
Staff Qualifications
South St. Paul Public Schools is committed to ensuring students are supported by qualified educators and staff. All teachers hold a valid Minnesota teaching license or the appropriate special permission for their assigned subject and grade level. If a teacher does not meet Minnesota licensing requirements, parents and guardians will receive timely written notification.
Paraprofessionals (ESPs) who provide instructional support meet applicable federal qualification requirements. Cultural liaisons who provide interpretation and translation services hold a minimum of a high school diploma or equivalent.

How Title I Supports Students
Title I funding may support:
- Additional academic instruction and intervention
- Supplemental instructional materials and resources
- Support from teachers, paraprofessionals and other instructional staff
- Professional learning for educators
- Family engagement and educational opportunities
Title I services supplement the educational programs already provided by South St. Paul Public Schools. Our goal is to provide additional support based on student and school needs.
Family Engagement
Families are important partners in student success. Title I provides opportunities for parents and guardians to participate in their child's education and provide input on Title I programs.
Families may be invited to participate in meetings, review program information, provide feedback and take part in activities that support student learning at home and at school.
We welcome family input and encourage parents and guardians to contact their child's school with questions or suggestions about Title I services.
Non-Public Schools and Title I
Eligible students attending non-public schools located within the South St. Paul Public Schools boundaries may also receive Title I services through the district.
Students at Holy Trinity receive Title I Targeted Assistance services. These services are designed to provide additional academic support to eligible students.
